Why WBSEDCL Bills Are Quarterly (and How This Calculator Handles It)
Unlike most Indian DISCOMs, WBSEDCL’s tariff schedule is written for a quarterly billing cycle — the official slabs are 102 / 78 / 120 / 300 / 300 / above-900 units per quarter. WBERC’s tariff order (Case No. TP-98/22-23, para 3.3.10) directs that where monthly billing applies — as with the smart prepaid meters WBSEDCL is rolling out — the monthly slabs are exactly one-third of the quarterly slabs. This calculator uses those official monthly slabs (34 / 26 / 40 / 100 / 100 / above-300 units), so it works for both cases: enter your monthly units directly, or a quarterly bill’s units divided by 3.
WBSEDCL Domestic Tariff — Urban and Rural (Current WBERC Rates)
Rates below are from WBERC’s tariff order dated 20.03.2025, effective 1 April 2025 and in force until the Commission issues a new order. Slabs are telescopic — each block of units is billed at its own rate.

West Bengal Electricity Duty — The Rule Most Websites Get Wrong
Many websites claim West Bengal charges a flat 5% or 10% electricity duty on every bill. Both are wrong. Under the Bengal Electricity Duty Act, 1935 (First Schedule, Part C, as amended by West Bengal Act XIV of 2004, effective 23 November 2004), domestic consumers pay NO duty at all if monthly consumption is 300 units or less. Only when the month’s consumption exceeds 300 units is duty charged — at 10% of the net charge, meaning the energy charge plus MVCA. Fixed charges and meter rent are never part of the duty base.

For quarterly bills, the Act brackets duty by your average monthly consumption across the quarter. Two further exemptions: any consumer using up to 25 units in a month, and rural consumers using up to 60 units across three consecutive months, pay no duty.
Understanding the Components of Your WBSEDCL Bill

How to Read Your WBSEDCL Electricity Meter

For an analog meter, read the numbers on the dial from left to right, ignoring any red or decimal digits at the end. WBSEDCL and CESC are two separate electricity distributors serving different parts of West Bengal. WBSEDCL (West Bengal State Electricity. Distribution Company Limited) is a state-government enterprise covering rural and semi-urban districts across West Bengal. CESC (Calcutta. Electric Supply Corporation) is a private company that exclusively serves Kolkata and its immediate metropolitan suburbs.
