Kerala has the most unusual domestic electricity tariff in India — and the most punishing one to misunderstand. Up to 250 units a month you are billed on normal telescopic slabs. Cross 250 units by a single unit, and your ENTIRE month’s consumption is re-priced at a higher flat rate.

One extra unit can add ₹275 to your bill. Most Kerala households have no idea this happens.

The 250-Unit Cliff — Kerala’s Most Expensive Rule

This is the single most important thing to understand about a Kerala electricity bill.

This is called non-telescopic billing. Kerala is not the only state with a cliff — Karnataka’s Gruha Jyothi scheme works the same way: exceed your entitlement by one unit and the entire subsidy is forfeited. But Kerala’s applies to every household, not just subsidy beneficiaries. Below 250 units Kerala uses ordinary telescopic slabs like most states. Above 250 units it does not.

Kerala does not have one cliff. It has five. At each threshold, one additional unit re-prices your entire month:

How Your Kerala Bill Is Calculated

1. Check your total units. Is it 250 or below, or above 250?
2. If 250 or below — apply the five telescopic slabs (₹3.35 to ₹8.50).
3. If above 250 — find your band and apply that ONE rate to every unit.
4. Add the fixed charge — ₹50 per month (single-phase).
5. Add the fuel surcharge — units × ₹0.10.
6. Add electricity duty — 5% of (energy charge + fixed charge).
7. Add meter rent — ₹6 per month.

Now watch what happens above 250 units. There are no slabs at all — every unit is charged at ₹6.75:

Note there is only ONE energy line. Those first 50 units, which would have cost ₹3.35 each under telescopic billing, now cost ₹6.75 each. That is the whole mechanism.

Kerala Electricity Bill by Consumption

Fixed Charge, Fuel Surcharge, Duty and Meter Rent

Four charges sit on top of the energy charge.

• Fixed charge — ₹50 per month for a single-phase connection. Unlike Karnataka (₹150/kW) or Uttar Pradesh (₹110/kW), Kerala’s domestic fixed charge is not per kW, so your sanctioned load does not change it.
• Fuel surcharge — ₹0.10 per unit. Passes through KSEBL’s power purchase costs.
• Electricity duty — 5%, applied to the energy charge plus the fixed charge.
• Meter rent — ₹6 per month for a single-phase static meter.

How to Stay Below the Cliff

Because Kerala re-prices your whole month when you cross a threshold, the single most valuable habit is knowing where you stand mid-month.

1. Read your meter around the 20th of each billing month.
2. Project your total: if you are at 200 units with 10 days to go, and you typically use 8 units a day, you will land at 280 — above the cliff.
3. If you are heading just over a threshold, cutting back for a few days is worth far more than it looks. Dropping from 251 to 250 units saves ₹275.
4. The thresholds to watch: 250, 300, 350, 400 and 500 units.

This is the opposite of most states, where using one more unit costs you the price of one more unit. In Kerala, near a threshold, one unit can cost you the price of forty.

How to Use the KSEB Bill Calculator

3. Enter your sanctioned load in kW (this does not affect the domestic fixed charge, but keep it accurate).
4. Enter the units consumed this month.
5. Click Calculate. Below 250 units you will see five slab bars; above 250 units you will see a single bar — that is the re-rating, and it is correct.

How to Reduce Your Kerala Electricity Bill

• Track your units mid-month. In Kerala this is worth more than any appliance upgrade — staying one unit below a threshold can save ₹275 to ₹508.
• Air conditioning is what pushes Kerala households over 250 units. A single AC running four hours a day adds roughly 180 units a month. You can check any appliance’s monthly draw with our power consumption calculator.
• Set the AC to 24°C rather than 18°C — cuts its consumption by around a quarter, which can be the difference between 249 and 260 units.
• Replace remaining incandescent and CFL bulbs with LEDs — typically 20–30 units a month, enough to keep a borderline household under the line.
• Consider rooftop solar. Kerala has strong solar potential and the PM Surya Ghar Muft Bijli Yojana offers central subsidy. For a household consistently above 250 units, solar pays back faster here than in most states precisely because of the re-rating.
