All four state distribution companies — UGVCL, DGVCL, MGVCL and PGVCL — bill on the same GERC-approved tariff, so this UGVCL bill calculator works for every part of Gujarat.

The catch is not the base rate — it is what sits on top of it. Gujarat charges a percentage-based electricity duty of 15% for urban homes and 7.5% for rural homes, plus a formula-based FPPAS fuel surcharge that is revised periodically. One Tariff, Four DISCOMs, Two Area Types

Gujarat is unusual in having four government-owned distribution companies under a single holding company, GUVNL, all billed under one unified GERC tariff:

  • UGVCL — Uttar Gujarat Vij Company: North Gujarat (Mehsana, Patan, Banaskantha, Sabarkantha, Gandhinagar, Aravalli, Mahisagar).
  • DGVCL — Dakshin Gujarat Vij Company: South Gujarat (Surat, Bharuch, Navsari, Valsad, Tapi, Narmada, Dang).
  • MGVCL — Madhya Gujarat Vij Company: Central Gujarat (Vadodara, Anand, Kheda, Panchmahal, Dahod).
  • PGVCL — Paschim Gujarat Vij Company: Saurashtra & Kutch (Rajkot, Jamnagar, Bhavnagar, Junagadh, Kutch and the rest of western Gujarat).

Because the tariff is identical across all four, the only distinctions that change your bill are your area type — Urban (Rate: RGP) or Rural (Rate: RGP-Rural, for premises inside a Gram Panchayat) — and your sanctioned load. Rural homes pay lower per-unit rates and half the electricity duty.

How Your Gujarat Bill Is Calculated

  3. Add the fixed charge for your sanctioned-load band (₹15 to ₹70).

Fixed Charge, FPPAS, Duty and Meter Charge

Four things sit on top of the slab energy charge.

  • Fixed charge — a flat ₹15 to ₹70 per month by load band (above). Unlike Karnataka (₹150/kW) or Uttar Pradesh (₹110/kW), Gujarat’s domestic fixed charge is not per-kW, so it stays small.
  • FPPAS (Fuel & Power Purchase Adjustment Surcharge) — a per-unit surcharge applied to every unit, set by a GERC formula and revised periodically. It is not a fixed figure, so this calculator lets you enter the paise/unit rate printed on your own bill.
  • Electricity duty — 15% for urban homes, 7.5% for rural homes, charged on the consumption charges. Commercial connections pay 20% and industrial LT 10%; those higher figures are often copied onto domestic pages by mistake.
  • Meter charge — a small monthly charge for a rented meter, set outside the GERC tariff schedule. It is not modelled here.

Electricity Duty — Why 15%, Not 10%

Many Gujarat bill guides quote a flat 10% electricity duty. That figure is wrong for households: 10% is the rate for industrial LT consumers. The Gujarat Electricity Duty Act, 1958 (Schedule I, Part I) sets residential duty at 15% for urban premises and 7.5% for rural premises, with commercial at 20%. A real Gujarat bill bills commercial duty at exactly 20%, confirming the schedule.

One consumer-friendly exemption: a rural residential connection whose annual consumption stays at or below 250 units pays no duty at all under Section 3(2)(ii). That is roughly 21 units a month — rare for a connected home, so this calculator applies the 7.5% rural rate by default.

How to Reduce Your Gujarat Electricity Bill

Once you have your figure from the UGVCL bill calculator above, here is how to bring it down:

  • Use the Time-of-Use discount. If you have a smart meter, running heavy appliances (washing machine, pump, geyser) between 11:00 and 17:00 earns a 60 paise/unit discount on that consumption.
  • Stay in the lower slabs. The jump from ₹4.15 to ₹5.20 happens at 250 units. Trimming usage to stay under 250 keeps every extra unit at the cheaper rate — you can check any appliance’s monthly draw with our power consumption calculator.
  • Go solar. Gujarat has excellent solar irradiance and the PM Surya Ghar Muft Bijli Yojana offers a central subsidy. North Gujarat (UGVCL) in particular sees fast payback on rooftop solar.
  • Set the AC to 24°C. Raising the setpoint from 18°C to 24°C cuts AC consumption by around a quarter — often the difference between two slabs.
  • Switch to LEDs. Replacing remaining incandescent and CFL bulbs typically saves 20–30 units a month.

Gujarat Urja Vikas Nigam Limited (GUVNL) is the state holding company that owns Gujarat’s four government distribution companies. Together they supply electricity to the whole state on a single, unified tariff approved by the Gujarat Electricity Regulatory Commission (GERC) — so the rate a household pays does not depend on which of the four companies serves it.

The four DISCOMs split Gujarat by region: UGVCL covers North Gujarat (Mehsana, Patan, Banaskantha, Sabarkantha, Gandhinagar); DGVCL covers South Gujarat including Surat; MGVCL covers Central Gujarat including Vadodara; and PGVCL covers Saurashtra and Kutch including Rajkot. The energy slabs, the load-banded fixed charges and the 15% / 7.5% electricity duty — which drive the great majority of a Gujarat domestic bill — are fully verified against primary sources.
